I spoke with a venture capitalist and he told me about a government sponsored program; if the landowner wants to build a residential apartment at their land, the government helps build a new residential apartment by providing an attractive loan to start the construction.
This is a win-win program. The landowner has a new apartment and can start leasing the vacant rooms.
Families can move into the new apartment at an affordable rate.
The city (government) benefits from the new development.
