State owned homes?

I have found a couple of homes that have been condemned due to asbestos, and I went to find the owner's name on the tax website, and found out they are owned by the State of AK, Department of Transportation.

How would I go about approaching them to see if they wanted to sell them off? Or would I? Any help would be appreciated. :)
